The information provided in the supplemental question is utilized to determine which applications demonstrate meeting the minimum qualifications for the position as outlined on the job description. This information is verified against the information provided in the education and work history sections of the application, and the information in both sections must match. If one of these sections lists education and/or experience that is not listed in both sections, or if the dates or information listed are inconsistent, we are unable to verify that the minimum qualifications have been met.
Additionally, when candidates fail to list each position with an employer as a separate work history entry, we are unable to verify the duration of each position and cannot verify that the minimum qualifications have been met.
If you receive a notice that your application is not among the best-qualified group selected to move forward, this does not mean that your application did not meet minimum qualifications for the position. In many situations, we receive a higher number of qualified applications than we are able to accommodate through the assessment process. In these cases, a subject matter expert reviews the applications (with personally identifiable information removed) to determine which applications are the best match for the specific needs of the current vacancy, and these applicants are invited to move forward in the process.
It is important to note that the best-qualified group of candidates can change with each vacancy and each candidate pool; candidates who are not among the best-qualified group for one recruitment may be for the next, and vice versa.
It is very important that you read all instructions and fully complete each section of the application and fully answer all the supplemental questions. This information enables us to determine your qualifications and ensures an equitable and consistent process for all applicants. Any sections left blank or partially completed will be considered incomplete and your application will not be processed. Additionally, any applications that refer to a resume or other reference instead of providing the requested information will be considered incomplete (e.g., supplemental questions answered with “see resume”).

When you review your submitted application via governmentjobs.com, you can view the submitted attachments. If you notice that a required attachment is missing from your application, reach out to us right away. In some cases, if the posting is still accepting applications, we may be able to upload the missing attachment for you. Please note, this is not always possible, and if you have already been notified that your application was rejected for missing required attachments, the applications have been processed and we will not be able to accept any documents at that time.
It is important to note that attaching a resume to your application is a separate step from uploading a resume to build your profile. Please refer to the instructions linked to above to ensure that your required attachments are included correctly.
Many of our job descriptions contain an equivalency statement in the minimum qualifications. This means that for these positions, equivalent training and experience may be considered. Equivalencies may not be evaluated for postings with a high volume of applications which directly meet the qualifications.
Only those candidates who complete the supplemental question regarding their equivalent training and experience may be considered for equivalency. If a candidate, in their answers to the supplemental questions, has indicated that they possess less than the minimum required education, experience, or other requirements, and they have not explained why their training and experience is equivalent to the minimum requirements, they will not be considered for equivalency.
Not all of our job descriptions allow for equivalencies. If you do not see a statement regarding equivalency in the minimum requirements for the position, we are not able to consider equivalent training or experience for that position.

Postings that limit the number of external applications accepted and postings that are open on a continuous basis may close at any time without notice. If you submit an application to these postings after the limit has been reached or the decision has been made to close the posting, we will be unable to process the application. For positions that include a minimum typing speed in the minimum requirements, candidates are required to demonstrate their ability to meet this qualification. We are unable to roll over previous scores or accept typing certificates in lieu of testing because candidates must be able to demonstrate that they are able to consistently type at the required speed when they are going through the recruitment process as well as on-the-job if they were to obtain the position. It is not sufficient for candidates to demonstrate that they have met this requirement in the past.
What does it mean if I completed an online assessment remotely and received a notice that I did not properly validate my ID?
When we offer online assessments remotely in an un-proctored environment, we must be able to validate the identity of the test-taker throughout the testing process. There will be at least one video response question contained in these assessments which will ask candidates to ensure their face is clearly visible in the video frame and then show their valid photo ID to the camera for 5 seconds. If we are not able to clearly see both the candidate's face and their photo ID in the recorded video(s), we are not able to validate the candidate's identity, and cannot accept the assessment.
Human Resources associates partner with the department hiring managers to formulate a customized assessment process for each position based on the needs of the department.
We receive hundreds of applications for entry-level positions and are dedicated to ensuring we select the best-qualified candidate for the position. Taking extra time during this vetting process is designed to match the candidate and their needs with the needs and requirements for the vacancy in the organization. Our goal is to ensure the success of the candidate prior to selection rather than relying on probationary and qualifying period to make this determination.
To funnel down the applicants to qualified candidates (especially when there are numerous applications for one vacancy), we may determine that a combination of screenings is appropriate. This could include a skills-based assessment, a technical knowledge-based assessment, and then a fit assessment. Also, entry-level positions may be housed in several different departments. The assessment process may establish a list which could be used for multiple vacancies in those different departments. For example, multiple departments have an Administrative Assistant I position, and the oral board interview is to ensure the understanding of the position, whereas the selection interview is held by the specific department that has the vacancy.
